Is it normal for the idle speed of a 2015 Volkswagen Touran to rise to 900 RPM when the outside temperature is below 0 degrees while the engine is warm?

Is it normal for a 2015 model 2.0L automatic transmission car to have the RPM around 1300 at 60-70 km/h, and when slowing down for a turn then accelerating again, the RPM suddenly rises and acceleration is slow, with the RPM at 1600 to 1700 at 60 km/h and not dropping, and sometimes after turning off the engine and restarting it behaves normally?

Is it normal for the fan of a 2015 Sharan with 150,000 km to keep running at high speed after turning off the engine and removing the key, especially after driving 30 km with the AC on? The current outside temperature is 39 degrees. Looking for advice from fellow car enthusiasts.
