Why does the display always show 7.0 liters per 100 kilometers, both on highways and at low speeds?

For those driving the Territory, what's your fuel consumption like? I've calculated mine to be around 10-12 liters per 100 kilometers. A full tank gets me 320 kilometers in the city and 450 on the highway.
