Has anyone experienced this issue? When driving at low speeds and turning the steering wheel left or right, there's a creaking sound (not when the steering wheel is turned all the way). It feels like the steering wheel is about to break, but there's no noise at high speeds. What's broken?

When I used to turn the steering wheel all the way at low speed, there was a clunking noise.
