Hold down the unlock button on the remote key. To set the lock time, keep holding it for the desired number of seconds.

The 4S dealership can unlock it, but you have to sign an agreement stating that you are responsible for any consequences resulting from unlocking this feature.

It seems like this feature is not available in the base model, only in the mid to high-end models.
