Is it normal for the idle speed to decrease only after the 2013 ASX comes to a complete stop?

Hi everyone, for the 2021 Toyota Land Cruiser Prado LTD, how do you switch between high-speed 4WD and low-speed 4WD? When driving in full-time 4WD, do I need to come to a complete stop to switch between high and low-speed 4WD? Thanks!!
