Why does the car make a humming noise at 40 mph? The noise is very loud, and the shock absorbers have been replaced.

The bearing is broken. I just replaced it, and it's making a humming noise again.

Is it the mechanic who replaced the shock absorber? How come they don't know about such a common issue like a bad bearing?
