When I floor the accelerator on my 2.0T model, the RPM only goes up to 3000 and won't go any higher. Is this normal for everyone else's car too?

Dear fellow car enthusiasts, I drive an MG HS 30T. I've seen many comments from others with the same car, mentioning an average fuel consumption of 8 or 9 liters per 100 km. Why can't mine go below 11.5? I'm often driving in the city.

My 1.5T sometimes has the RPM go up to 2000 and then come back down when at low speed.

There is RPM protection when revving the engine without load.
