When the start-stop system is turned off, you can see the real battery voltage. If the voltage is around 12 or the speed hasn't picked up, it's judged as a traffic jam situation and won't turn green. Our system is quite advanced, avoiding frequent start-stop in traffic jams.

It's probably a battery issue.

Try unplugging the negative terminal of the battery, and if that doesn't work, just replace the battery. Initially, mine wouldn't start at all and was unusable. Even after replacing the battery, it wouldn't work until the car was running. Once it was running and the start-stop indicator on the dashboard turned green, it started working.
